Water Resources Plan
In the fall of 2018, the Yadkin-Pee Dee Water Management Group (YPDWMG) embarked on a multi-year process to develop a long-range Water Resources Plan to ensure the future sustainability of the Yadkin-Pee Dee River Basin’s water quantity and quality to support a variety of uses. This page provides an overview of the progress to date for the Water Resources Plan.

Visioning and Planning Guide
The Yadkin-Pee Dee Water Management Group, in conjunction with the North Carolina Division of Water Resources, conducted a total of four stakeholder workshops in early 2019, which included public utilities, private organizations, environmental groups, government agencies, and residents. Stakeholders discussed challenges and opportunities impacting our Basin and long-term goals for its future. These discussions helped lay the groundwork for a Water Supply Master Plan, which will guide regional coordination around complex water management issues to ensure a sustainable supply of water for future generations.

In 2020, YPDWMG formed a Stakeholder Advisory Committee to establish an understanding of perspectives leading toward consensus. The Stakeholder Advisory Committee assisted YPDWMG with input on communications efforts and opportunities for engagement and act as a sounding board for key decisions. The Stakeholder Advisory Committee is comprised of 15 members representing governmental councils and districts, regulatory agencies, educational and research organizations, and various interest groups:

The YPDWMG Water Resources Plan, which has been underway since 2018, is a multi-year process to develop a long-range plan to preserve, protect and extend the Yadkin-Pee Dee River Basin’s water supply. This plan guides regional coordination around complex river basin water management issues with the goal of ensuring a sufficient water supply into the future. Some of these issues include but not limited to:
- identifying water quantity and quality issues and concerns
- evaluating potential strategies to solve these issues
- implementing practical solutions coordinated on a basin-wide level
After considering several phasing plans, YPDWMG adopted a seven-phase, six and half-year strategy for the Water Resources Plan to be presented to the public in December 2025. The YPDWMG plans to advance certain tasks with earlier phases based on funding and coordination opportunity.

Long Range Water Demand Update
In 2018, the YPDWMG conducted a long-range water demand projection as an initial step to developing reliable water withdrawal and return projections for the entire North Carolina portion of the Yadkin-Pee Dee River Basin to the year 2070. For purposes of water demand projections to support data input into the water quantity model, the Basin was outlined into eight incremental watersheds within the NC portion of the Basin.

Future Water Planning Scenarios Schedule
Present and future circumstances will be considered to execute an effective Water Resources Plan. The YPDWMG has started to analyze several scenarios that are likely to impact the availability, demand, and quality of water in the area. These scenarios are based on factors such as population growth, regulatory shifts, and climate change.
Based on stakeholder feedback, YPDWMG has selected ten scenarios to analyze in further detail.
